After decades of incremental progress, the nation’s highway conditions are deteriorating, especially in a group of
problem-plagued states that are struggling to repair deficient bridges, maintain interstate pavement, and reduce
urban traffic congestion, according to a new study.
In its 24th Annual
Highway Report, the
Reason Foundation, a
libertarian public-policy
research group, analyzed
spending and performance
data from state highway
agencies. The report ranks
each state’s highway system
in 13 categories, including
highway expenditures per
mile, interstate and primary road pavement conditions, urban-area congestion, bridge conditions,
and traffic fatality rates. The current edition is based on
highway data from 2016, the most recent year for which
complete figures are available, along with traffic congestion and bridge data from 2017.
Among the 50 states, North Dakota ranked first in
the overall performance rankings, followed by Virginia,
Missouri, Maine, and Kentucky. The lowest-ranked
states in the study were Oklahoma, Delaware, California,
Connecticut, New York, Massachusetts, Hawaii, Rhode
Island, Arkansas, and—in the bottom slot—New Jersey.
Nationwide, the researchers found that the overall
condition of the total system worsened over the period
from 2013 to 2016, highlighted by deteriorating statistics
for six of their eight performance measures. The study
authors went on to note that a handful of states were
largely responsible for the decline. “A 10-year average
of state overall performance data indicates that system
performance problems are concentrated in the bottom 10
states,” they said in a statement, adding that “these states
are finding it difficult to improve.”
Upgrading state highways will require increased infra-
structure spending, although the amount may not have
to be large, said study authors Baruch Feigenbaum, M.
Gregory Fields, and Spence Purnell. “States do not need to
engage in a spending bonanza to improve their systems,”
they wrote in the report. “But there is some evidence that
a small increase in spending could yield a significantly
better system.”
